OfS-registered providers: acquisition screen

Every provider on the Office for Students register that a company could actually buy, with filed financials and ownership. Filter by what matters to you; expand a row for the detail behind it.

What this is

A screen of every provider on the Office for Students register that a company could realistically acquire, with ownership verified and financials taken from filed accounts. It exists to answer one question: if the group wanted to own an OfS-registered entity — for INTO, for iO-Sphere, or both — where should it look first?

You set the criteria. The two that drive the ranking are the ones you named: size of entity, and the recognitions a provider already holds.

How it was built

  1. Start with the whole register. 425 providers, downloaded from the OfS.
  2. Keep only what can be bought. 259 are exempt charities — universities and FE colleges — and 72 are registered charities. Neither has shares to sell. That leaves 94 companies limited by shares.
  3. Check who actually owns each one. Companies House PSC registers, then the parent named in each provider's own accounts — which caught eleven overseas parents the PSC register did not show.
  4. Pull the financials. Each provider's published audited statements where they exist (OfS requires them), otherwise Companies House iXBRL filings. Student headcounts from the OfS Size and shape of provision dataset.
  5. Collect the recognitions that are not on the register: LLE modular approval, APAR registration, TEF 2023 outcome, student visa sponsor licence.

From 94 to 42

Half of what looked acquirable turned out to belong to someone else, or not to be a company at all.

94companies limited by shares on the register −19owned by a strategic group, a private-equity platform or venture capital — Study Group, Navitas, Kaplan, BPP, Arden, University of Law, BIMM, the four Galileo holdings, Multiverse and others. Not for sale in pieces, and several are INTO's direct competitors. −11owned by an overseas parent — IU Group (Walbrook), Ad Education (ICMP), and parents in the US, France, the Netherlands, India, Australia and Dubai. −13wrong legal form — companies limited by guarantee, a US corporation, a charity-owned entity, and three bodies that are not companies. No shares to acquire. −8regulatory or corporate status — an OfS investigation and its sister company, B3 conditions, a liquidation, two corporate captives, one sold a month ago, one parked. −1INTO University Partnerships itself, which is already on the register. 42providers in play. Every one is in the screen; tick Show excluded providers to see the 52 with their reasons.

Two theses, one list

Scale. Buy a real business: profitable, £7m to £20m turnover, not dependent on franchise delivery, founder-owned. The filter deliberately excludes the two largest providers — RTC at £86.6m and LSST at £70m — because their revenue is earned on behalf of university partners under a regulatory regime that ends in 2028, and because they are £100m+ transactions. They are still in the list; switch to All to see them.

Value. Cheap entry: loss-making or distressed registrations where the structure is little upfront and contingent upside. Three real candidates, one of which carries university title.

Five picks on each thesis carry a brass mark in the table.

How the recognition score works

A single number for what a provider already holds that would take years to earn from scratch. Points add up; a specific OfS condition subtracts.

Using the screen

What this is not

Nothing here states that any provider is for sale, in financial difficulty, or a willing seller. It is a research screen built from public records — the OfS register, Companies House, published audited accounts, OfS student data, and GOV.UK recognition lists — collected on 2 and 3 October 2026. Figures marked ≈ were transcribed from a working summary and should be checked against the source workbook. Valuation and deal structure need a corporate finance adviser.
